AI CITY: A New Era Empowering Smart Cities and Sovereign AI
As cities worldwide confront aging populations, traffic congestion, energy transition, and climate risks, urban governance is entering a new phase of transformation. Over the past decade, smart city initiatives have laid the digital foundation for urban management by making city systems visible through data, sensors, and integrated digital infrastructure. Today, the rapid advancement of artificial intelligence is taking this transformation further — enabling cities not only to see, but also to think. AI-driven models allow transportation networks to optimize traffic in real time, energy systems to balance supply and demand dynamically, healthcare systems to anticipate risks earlier, and public safety platforms to simulate and respond to complex urban scenarios. Urban governance is shifting from reactive management toward predictive and coordinated decision-making
As AI becomes embedded in urban systems, a critical question emerges: who controls the intelligence of the city? This is where the concept of Sovereign AI for cities becomes increasingly important. In a global landscape defined by competition over compute infrastructure, data resources, and AI capabilities, cities must retain control over their data, computing capacity, and model governance frameworks to ensure security, privacy, and policy autonomy. Against this backdrop, AI CITY represents the next stage in the evolution of smart cities. More than a technological upgrade, it defines a new category of urban infrastructure — comparable to electricity or telecommunications — forming a strategic foundation for national competitiveness and urban resilience.
The AI CITY Pavilion, jointly presented by the Taiwan Smart City Solutions Alliance (TSSA), ASUS, and Hon Hai (Foxconn), showcases Taiwan's integrated AI ecosystem through a multi-layer architecture spanning compute infrastructure, AI capabilities, and real-world applications. It demonstrates how sovereign AI frameworks can be deployed at city scale, highlighting Taiwan's capacity to deliver next-generation AI city solutions to the global market. AI CITY represents the next stage in the evolution of smart cities — advancing cities toward a more intelligent and autonomous urban future.
